The story, neutrally told

Belgian Defence Minister Theo Francken warned on 30 September that Europe should expect more Russian hybrid actions in the coming months. Anadolu reports he spoke at the Euronews Defence and Space Summit in Brussels and called Russia "the greatest threat" to Belgium and Europe. He urged stronger air defences, larger stocks and faster, large-scale production.

Francken also said Europe needed access to Ukrainian technology against Russian drones and should avoid stockpiling equipment that could quickly become obsolete. He acknowledged Belgium had underinvested in defence for decades, said it has since doubled spending, and called a 5% of GDP target unrealistic for now given its fiscal situation. Metro quoted Chatham House's Keir Giles as saying Belgium is not known as overly alarmist, so Francken may have identified specific near-term problems, possibly a specific warning of a Russian plan.

Metro linked the warning to a report, attributed to El Mundo, that the US had shared intelligence on a Russian drone plan against France, Italy and Spain; it gave no confirmation from the governments involved. At the same summit, EU Defence Commissioner Andrius Kubilius said the EU's answers to Russian hybrid attacks should be "as painful as that attack". Anadolu noted that Estonia had accused the Kremlin of an arson attack on a drone maker, and Germany had attributed an attempted drone attack on Ukrainian cargo planes at Leipzig/Halle Airport to Moscow.
