The story, neutrally told

Centre · 2China announced sanctions on Monday 12 October against two ministers, Paraguay's Communications Minister Gustavo Villate and Belize's Foreign Minister Francis Fonseca, over their countries' diplomatic relations with Taiwan. Centre · 3Beijing's foreign ministry said the measures include freezing their property and assets in China, denying them visas or entry (Al Jazeera and the South China Morning Post say this extends to Hong Kong and Macau) and banning organisations in China from doing business with them. Centre · 1In online statements, the ministry said "certain anti-China politicians... driven by self-interest" had "stubbornly supported" the two countries' ties with Taiwan, and that the ministers had "taken a series of egregious actions and statements... damaging China's core interests".

Centre · 1The ministry said the sanctions took effect on Monday and were meant to "safeguard national security" and "oppose separatist activities". Centre · 1The South China Morning Post reported that the sanctions were imposed under China's anti-foreign sanction law, in two separate foreign ministry statements, and that they bar Chinese entities and individuals from transacting or cooperating with the two ministers. Centre · 2The move came two days after Taiwan's national day, on which Villate posted on social media that Paraguay "reaffirms its relationship of friendship and cooperation, based on shared values and principles: the self-determination of peoples, human rights and democracy".

Mixed · 2On Saturday Taiwan's President William Lai Ching-te said in his National Day speech that the island "cherishes peace" and will "not give up our freedom"; China's Taiwan Affairs Office condemned the speech, with spokeswoman Zhang Han saying it incited cross-strait confrontation and that Beijing would crack down on separatist forces. Centre · 1Taiwan has 12 diplomatic allies; Beijing, which has vowed to take control of the island by force if necessary, systematically poaches them in a bid to isolate it. Its other allies in the Americas are Guatemala and Haiti, besides several Caribbean islands. Centre · 1Paraguay's President Santiago Pena, who calls Taiwan a "fundamental partner", visited Taipei earlier this year and signed agreements on mutual legal assistance in criminal matters, cybersecurity cooperation and AI and computing investment. Last month Taiwan's Foreign Minister Lin Chia-lung visited Belize, where the two sides agreed to deepen ties, according to his ministry.

Mixed · 2The Belize embassy in Taiwan also marked the 37th anniversary of diplomatic relations on Facebook; the South China Morning Post said Lin Chia-lung met Fonseca in late September and they signed an agreement on diplomatic training, and that Taiwan plans a US$200 million data centre in Paraguay, expected to be operational by the end of 2027, which Villate praised in May.

Every sentence links to the reporting it rests on. The pill in front of each says where its sources sit: Left, Centre or Right when one side supplies at least half of them, Mixed when they are evenly split. The number is how many outlets it cites.

Emphasis
China's justification, cross-strait tensions, Xi's January pledge and US fighter-jet deliveries to Taiwan.
Leaves out or plays down
Gives no reaction from Paraguay or Belize governments to the sanctions.
Charged language
“certain anti-China politicians”
For example
“In January, Chinese President Xi Jinping pledged to achieve the “reunification” of China and Taiwan, calling the goal “unstoppable”.” — Al Jazeera

Framing
CNA and the Hindustan Times (AFP copy) run a factual wire-style account of Beijing's announcement with background on Taiwan's shrinking pool of allies; the South China Morning Post adds detail on the legal basis, Paraguay's data-centre project and the Taiwan Affairs Office response.
Emphasis
The specific measures, timing after Taiwan's national day, and recent Paraguay and Belize contacts with Taipei.
Leaves out or plays down
CNA omits the ministry's quoted reasoning. No article carries a response from Paraguay, Belize or Taiwan's government.
For example
“Taipei has only 12 diplomatic allies after Beijing, which has vowed to claim control over Taiwan by force if necessary, systematically poaches those who support the island in a bid to isolate it.” — Hindustan Times
“The sanctions under China’s anti-foreign sanction law aimed to “safeguard national sovereignty, security and development interests, and to oppose separatist activities”” — South China Morning Post
