The story, neutrally told

Centre · 1EU foreign ministers adopted nearly 1,600 new sanctions listings targeting Russia's military-industrial complex, EU foreign policy chief Kaja Kallas announced on Monday 12 October 2026. Centre · 2Kallas, writing on X, called it the "single largest expansion" of the EU sanctions list since Russia's war in Ukraine began in February 2022, and said more than half of the listings are connected to the production chain for ballistic missiles. Centre · 1Kallas said the aim is to make it "significantly harder, slower and more expensive for Russia to produce the weapons it uses to kill Ukrainians".

Centre · 1Deutsche Welle reported that the package also covers another 77 people and groups tied to what the EU regards as illegal elections in occupied Ukrainian territories. Its lede describes the package as targeting "more than 1,000 entities", while the body cites some 1,600 individuals and businesses. Centre · 1French Foreign Minister Jean-Noel Barrot said the package brings total EU designations since the war began from 3,000 to 4,600, and called for preparation of a 22nd sanctions package in the coming weeks. Centre · 1Barrot argued the sanctions have deprived Russia of the equivalent of €500 billion in resources, said the EU would keep up pressure on Russia's shadow fleet, and announced that France would host an international conference on the issue in Paris this autumn.

Centre · 1German Foreign Minister Johann Wadephul, who could not attend the Luxembourg meeting because of a party conference in Berlin, called the measures an "unprecedented sanction blow" and said "Russia cannot and will not win this war". Centre · 1Polish Prime Minister Donald Tusk, speaking at the Warsaw Security Forum, called for harder measures, "mainly sanctions", and said Europe and the US must show readiness for deterrence; he said he would go to Brussels to urge partners to consider increasing sanctions. Centre · 1Deutsche Welle noted that the conflict is heading into its fifth winter and that Russian forces have stepped up attacks on Ukrainian energy infrastructure each autumn. It added that US President Donald Trump declared an "energy ceasefire" over the weekend, while Ukrainian President Volodymyr Zelenskyy said he did not know what Trump meant and that Russia was still striking energy facilities.

Centre · 1Separately, the EU Council extended its chemical weapons sanctions framework for five years, until 30 October 2031, and extended individual listings under it until 30 October 2027; the measures currently apply to 31 individuals and six entities.

Framing
Both Anadolu Agency and Deutsche Welle lead with the scale of the listings and officials' statements, relaying EU, French, German and Polish leaders largely in their own words.
Emphasis
Record size of the expansion, the ballistic missile production chain, calls for further sanctions and the shadow fleet.
Leaves out or plays down
Neither gives independent assessment of the sanctions' effect or reaction from Russia; the €500 billion figure is Barrot's claim and is presented without outside check.
Charged language
“unprecedented sanction blow”“colonial and imperialist war”
For example
“described the move as the "single largest expansion" of the EU's sanctions list” — Anadolu Agency
“The European Union has approved its largest-ever sanctions package against Moscow” — Deutsche Welle
