The story, neutrally told

Mixed · 2The second EU-GCC leaders' summit is due to be held in Riyadh on 24 October. Centre · 1European Council President Antonio Costa, in an invitation letter dated Tuesday and seen by The National, said there was an opportunity for "deeper and more ambitious EU-GCC partnerships". He proposed focusing on peace and security, connectivity, trade, economic co-operation, energy and mobility. Centre · 1The National reports that, since the Iran war began on 28 February, Europe has cast itself as a solid ally to the Gulf, though it cannot match US military capabilities. France and the UK, which is not an EU member, were among the first to send Riyadh military support after a major Houthi escalation last month. France and Italy earlier sent air-defence systems to the UAE.

Centre · 1Nine Southern Mediterranean EU leaders said in a joint statement on Wednesday that the summit was a chance to "strengthen engagement with Gulf partners on regional peace, security and prosperity". EU foreign policy chief Kaja Kallas has pushed to strengthen the Aspides maritime mission, whose mandate covers Hormuz but, according to analyst Cinzia Bianco, needs to be activated with more ships. Centre · 1The EU is the GCC's second-biggest trading partner. According to the European Commission, EU-GCC trade has risen about 30 per cent over the past decade, and fuel makes up more than 75 per cent of EU imports from the GCC. Right · 1GCC Secretary-General Jasem Mohamed Al-Budaiwi told the Arab Views podcast that the bloc is "very close" to the start of a process to waive Schengen visa requirements for citizens of the five Gulf states that lack visa-free access, and that the summit would bring something positive on this. Currently only the UAE has a visa-free agreement with the EU for short stays.

Right · 1Al-Budaiwi said the summit is unlikely to announce a GCC-EU free trade agreement, as the EU insists on adding aspects, including human rights clauses that the GCC wants removed. Arab News notes the GCC signed such a deal with the UK earlier this year. Right · 1Al-Budaiwi also rejected claims that the Gulf bloc is divided or poorly coordinated after the escalation with Iran. Centre · 1The previous summit was held in Brussels in 2024, the first since the initial EU-GCC co-operation agreement of 1989.
