The story, neutrally told

Mixed · 2The National Committee for the Administration of Gaza (NCAG) signed an agreement with Germany's international development agency GIZ in Cairo on Tuesday, to support recovery and reconstruction in the Gaza Strip. Mixed · 2The committee's chief, Ali Shaath, and GIZ country director Alexander Zschocke signed it, with Nikolay Mladenov, the Board of Peace's high representative, present. Right · 1JNS describes the document as a memorandum of understanding setting a framework for technical assistance in economic recovery, institutional development and essential services such as water and energy, and says the committee announced it on Wednesday.

Centre · 1According to The National, GIZ will provide technical expertise, advisory services, needs assessments and training, covering municipal services, social protection, education, employment, water, agriculture and energy. Centre · 1The committee's statement did not mention a funding commitment, specific projects or a timetable. Shaath called for the agreement to be turned into practical measures improving living conditions, and said the committee would lead its implementation. Centre · 1The committee was formed in January under US President Donald Trump's peace plan and UN Security Council Resolution 2803, and is meant to restore public services and oversee civilian administration and reconstruction under the Board of Peace. Shaath is a former Palestinian Authority deputy minister.

Centre · 1The National reports that Israel refuses to let the committee enter Gaza or to proceed to the second stage of the peace plan until Hezbollah disarms, and that restrictions on equipment and supplies hamper recovery. It cites an EU-UN assessment from April putting recovery costs at $71.4 billion over the next decade.
