The story, neutrally told

Centre · 1German President Frank-Walter Steinmeier began a state visit to China on Tuesday 27 October, his first such visit since 2018, and it runs through 31 October at the invitation of Chinese President Xi Jinping. Centre · 1He arrived in Hefei, capital of eastern Anhui province, according to video released by Chinese state media, and is due to visit the Volkswagen China Technology Company and a sustainable urban development project before taking a high-speed train to Yixian county. Centre · 2He will end the trip in Beijing, where he is to hold talks with Xi, and meet Premier Li Qiang and Zhao Leji, chairman of the National People's Congress Standing Committee. He is also due to give a speech at Peking University on Thursday.

Centre · 1Chinese Foreign Ministry spokeswoman Mao Ning called Steinmeier an "old friend of the Chinese people" who has "actively contributed to the development of China-Germany relations", and said Beijing hopes the visit will cement mutual trust and deepen cooperation. Centre · 1Steinmeier's office said the trip will focus on "Germany's diverse and complex relations with China, as well as the challenges involved". Deutsche Welle describes it as taking place in uncertain times, with the German delegation made up of representatives from culture, politics and academia. Centre · 1Deutsche Welle says the Volkswagen stop illustrates Germany's dilemma: China is a key market for German carmakers, machinery makers and the chemical industry, while state-supported overcapacity in China pressures European manufacturers and Germany depends on China for raw materials and technologies.

Centre · 1According to DW, the visit coincides with a Chinese Communist Party Central Committee plenary session, which foreign dignitaries usually avoid, and with Chancellor Friedrich Merz's trip to Japan, Singapore and South Korea; Michael Laha of the German Council on Foreign Relations calls the pairing a coordinated message of continued partnership alongside risk reduction. Centre · 1DW reports that Mikko Huotari of the MERICS institute, which Beijing has sanctioned, is expected to join the delegation, which Laha reads as a signal of disapproval of the sanctions. Laha expects human rights to play a minor role but Ukraine, and possibly Taiwan by implication, to feature in the Peking University speech. Centre · 1Germany and China established diplomatic ties in 1972, and Anadolu reports bilateral trade totalled $211.11 billion in 2025.
