The story, neutrally told

Centre · 2The National Payments Corporation of India (NPCI), which operates the Unified Payments Interface (UPI), said on Tuesday 13 October it was postponing the planned 15 October rollout of a 0.4% fee on eligible merchant transactions above ₹2,000 (about $21). Centre · 2The fee will now take effect after Diwali (Deepavali), which falls on 8 November, but NPCI did not specify a new date. Centre · 1TechCrunch reported the delay followed broad pushback from merchants, with retailers and petrol pump operators opposing the fee and some warning they could stop accepting UPI payments.

Centre · 2The fee, announced last month, would end UPI's zero-cost status for merchants; the government scrapped merchant fees in January 2020 to push people away from cash and has since subsidised banks and payment providers. Centre · 2NPCI had tried to limit the impact by exempting payments of ₹2,000 or less and small merchants receiving under ₹100,000 a month via UPI, and by capping the fee at ₹300 on larger transactions; consumers will not pay it. Centre · 2UPI processed 24.07 billion transactions worth ₹29.37 trillion in September, according to NPCI; CNA said around 95% were below the ₹2,000 threshold and would not have attracted the fee.

Centre · 2NPCI says the fees are needed to cover running costs; citing industry estimates, it put the annual cost at about ₹200 billion (about $2.1 billion), covering server capacity, fraud prevention and support, and said the money would be shared among ecosystem participants. Centre · 1CNA quoted Mumbai clothing store owner Shubham Dubey, whose customers pay 70% by UPI, as saying he would suggest cash once fees apply, while Sohom Banerjee of Quantive Advisory said some retailers will absorb the charge and others will cut discounts, adjust prices or push other payment methods. Centre · 1Reserve Bank of India governor Sanjay Malhotra said earlier this month he did not expect a small fee to have a major impact on volumes.
