The story, neutrally told

Lebanese Prime Minister Nawaf Salam said on Friday 2 October that his government would mobilise all available resources to secure Israel's withdrawal from Lebanese territory and rebuild southern Lebanon. He spoke in Nabatieh in southern Lebanon, at a news conference during a visit to the city, as Israeli strikes and shelling continued in the south. Salam said the country's "true guarantee" was "a single state and a single army", and stressed strengthening state institutions and their presence in the South.

He said such an approach, with one army and one decision-making authority, would help spare Lebanon new wars and remove pretexts for a new Israeli attack or an expansion of the current one. Salam announced 23 tenders for development projects in the south and said state institutions must resume serving citizens, adding that the government's commitment to southern residents "has not changed and will not change". According to Anadolu, he listed Lebanon's immediate priorities as stopping Israeli attacks, securing full Israeli withdrawal, letting displaced residents return home safely, restoring livelihoods and reviving southern communities.

Salam said Lebanon could not wait for a broader regional settlement, which "may come or may not come, or it could be delayed for years, and if it happens, it may come at our expense". He also said: "War is not our choice; it has been forced upon us." Anadolu reports that Israeli attacks since 2 March have killed at least 4,386 people, injured 12,413 and displaced more than 1 million.

On 26 June, Beirut and Tel Aviv signed a US-sponsored "framework formula" providing for gradual Israeli withdrawal, but Anadolu says attacks have continued and Israel still occupies areas in the south.
