The story, neutrally told

Right · 1Lebanese President Joseph Aoun said on Thursday 8 October that negotiations are an alternative to war with Israel and that an agreement is the only way to end hostilities between the two countries. Mixed · 2He made the remarks in a meeting with EU foreign policy chief Kaja Kallas, reaffirming Lebanon's commitment to negotiations with Israel. Mixed · 2Aoun said Israel has yet to implement the provisions of the framework agreement signed in June, while the Lebanese Army is fully carrying out its duties in areas where it is deployed south of the Litani River.

Centre · 1Anadolu Agency reports that the framework agreement was signed in Washington on 26 June under US sponsorship and provides for a gradual Israeli withdrawal and deployment of the Lebanese army in vacated areas; it says Israel has continued attacks on southern Lebanon and still controls some Lebanese territory. Mixed · 2Aoun said Lebanon wants any force replacing the UN Interim Force in Lebanon (UNIFIL) to operate under the UN banner, and praised EU efforts to avert a vacuum after UNIFIL, saying Lebanon is counting on European support for an alternative arrangement. Mixed · 2He also said Lebanon looks to sign a strategic partnership with the EU and thanked Kallas for the European Council's intention to approve a civilian-military mission under the EU's Common Security and Defense Policy to provide advice, training and equipment.

Right · 1Kallas said the EU was ready to provide assistance, particularly to the Lebanese Army, Internal Security Forces and institutions working on social and humanitarian issues; Aoun also reaffirmed commitment to economic reforms and a financial gap law that he said would enable an IMF agreement. Centre · 1Separately, Parliament Speaker Nabih Berri, also meeting Kallas, warned against UNIFIL's mandate expiring without a replacement under the UN umbrella, calling that scenario “an attack on international legitimacy and its UN resolutions”, according to his office's statement. Centre · 1Berri said the problem remains Israel's failure to comply with its obligations under all agreements. Anadolu says UNIFIL, deployed since 1978, has a mandate set to expire at the end of 2026, and cites Lebanese Health Ministry figures of 4,386 killed and 12,413 injured in Israeli attacks since 2 March.
