The story, neutrally told

Tsvetka Todorova, 54, a Bulgarian national jailed for three years in May 2024 over a benefit fraud that cost taxpayers £54m, has repaid £18,228.14 of a confiscation order of £101,201.78. Todorova was released in late 2025, and the order was made at a hearing in January. A July deadline to repay passed, and interest is now accruing on the outstanding sum.

Todorova is reported to have personally made £263,514 from the scheme. Asked by a Daily Mail reporter why they had not paid, Todorova cited ill health and declined to comment. The Daily Mail says Todorova and four other Bulgarians used false identities to make fake claims between October 2016 and 2021, hijacking 6,000 identities and running three 'benefit factories' in London.

Officials are said to have recouped about £1m from the gang and to be pursuing a further £1m; a prosecutor said the sums sought were what could 'realistically trace'. Todorova previously said most of their assets were overseas, including a Bulgarian house valued at £90,000 by the prosecution, and that they returned to Universal Credit after release; the Mail says the DWP then ruled they must repay those benefits. The Daily Mail reports that Todorova technically faces up to five years in prison for non-compliance with the order.
