The story, neutrally told

Centre · 2Historian Dan Jones has been commissioned to write a new James Bond novella, All In, to celebrate the National Year of Reading. Centre · 1The book pays tribute to Ian Fleming's fourth Bond novel, Diamonds Are Forever, 70 years after its publication in 1956. Centre · 2It was announced on 5 October, known as James Bond Day because the first 007 film, Dr No, had its world premiere on that date in 1962.

Centre · 2The story finds Bond in Ceylon (Sri Lanka) in 1954 as the British are leaving; according to the synopsis he is joined by diamond smuggler Tiffany Case on a mission to track down one of the most valuable stones in the world. Centre · 1The synopsis says Bond is lured into a deadly game from the mountains of Kandy to the ocean floor, and must gamble everything: "It's ALL IN – or nothing." Centre · 2Jones, whose books include The Plantagenets and Henry V, called the commission "one of the greatest honours in contemporary fiction" and said he was thrilled that Ian Fleming Publications were trusting him to pay tribute to Diamonds Are Forever.

Centre · 1Radio Times adds that Jones is an ambassador for the National Year of Reading, and that Amanda Douglas, managing director of Ian Fleming Publications, said the campaign's "Go All In" message resonated and hoped the book would encourage readers of all ages to delve into literary Bond. Centre · 1Douglas also said the publisher was supporting the National Literacy Trust again after On His Majesty's Secret Service. Centre · 2All In will be published as a special edition on 3 December, sold via ianflemingshop.com.

Centre · 2Fleming wrote 12 Bond novels and two short story collections, and other authors have continued the series, most recently Charlie Higson with King Zero in September and Kim Sherwood's Hurricane Room in May.

Framing
Both outlets treat it as a straightforward publishing announcement, leading on Jones's commission and the Diamonds Are Forever tribute, and quoting his statement.
Emphasis
Radio Times adds the synopsis, Jones's earlier books, and the publisher's quote; the Standard is shorter and notes the ianflemingshop.com sale route.
Leaves out or plays down
Neither reports any critical or outside reaction; the Standard leaves out the synopsis and publisher comment.
