ASCL head teachers' union calls for pause to graded Ofsted inspections, raising strike ballot

The Association of School and College Leaders has passed a no-confidence motion in Ofsted's leadership and urged the government to pause graded inspections in England. It follows similar concerns from the NAHT, and Ofsted says its own survey shows it is "on the right track".

The story, neutrally told

Mixed · 2The Association of School and College Leaders (ASCL), the second head teachers' union to raise the issue, has called for a halt to graded Ofsted inspections in England, saying it is "increasingly concerned about the welfare and morale" of its members. Centre · 1ASCL's executive passed a motion of no confidence in "the ability of Ofsted's leadership to address the damage being done by the new inspection system". Mixed · 2General secretary Pepe Di'Iasio said the union did not take the step lightly, that negotiation had "hit a brick wall", and that the system is "not fit for purpose" and an "overbearing mess" that urgently needs review.

Mixed · 2ASCL asked the government to pause inspections and review the system; it said it would survey members on whether to hold an informal (indicative) ballot on industrial action if nothing changes. Mixed · 2The move follows the National Association of Head Teachers (NAHT), which last month said some leaders faced "intolerable" pressure and warned of a "risk to life" without change. NAHT's general secretary Paul Whiteman said its executive meets at the end of next week and he expects the debate to include industrial action. Mixed · 2Ofsted introduced report cards grading schools on several areas, replacing one- or two-word judgements, last November. The change followed the death of head teacher Ruth Perry, after an inquest ruled in 2023 that an Ofsted inspection contributed to her death.

Centre · 1Ofsted's chief inspector Sir Martyn Oliver said an independent interim report it commissioned showed the inspectorate was "on the right track". That report found leaders were "generally positive" about inspections, which were seen as more collaborative, but also that staff mental wellbeing was negatively affected. Mixed · 2The outlets give different figures for the wellbeing finding: the BBC says 48% of school leaders responding said staff mental wellbeing was affected "a fair amount" or "a lot", based on nearly 700 responses, while the Guardian says 88% of schools reported a negative effect. Mixed · 2Ofsted said it had worked hard to reduce inspection pressure but knows workload and wellbeing remain a challenge. The Department for Education said ministers are working with Ofsted and school leaders to make accountability fair and proportionate. The Guardian reported that education secretary Lucy Powell wants Ofsted to "go back to the drawing board" and overhaul the framework.

Every sentence links to the reporting it rests on. The pill in front of each says where its sources sit: Left, Centre or Right when one side supplies at least half of them, Mixed when they are evenly split. The number is how many outlets it cites.
