The story, neutrally told

Centre · 2Taiwan's Finance Minister Chuang Tsui-yun will attend a meeting of APEC finance ministers in Hong Kong on 20–21 October, her ministry said on Tuesday 13 October. Centre · 2China is this year's APEC host, with the leaders' summit scheduled for November in Shenzhen; APEC is one of the few international bodies that includes Taiwan, which takes part as "Chinese Taipei". Centre · 1CNA, citing Reuters, set the announcement against stepped-up Chinese military and political pressure on Taipei: China has rejected repeated offers of talks from Taiwan's leader Lai Ching-te, calling him a "separatist", while Lai says only Taiwan's people can decide their future.

Centre · 1Hong Kong's Financial and Treasury Services Bureau, which organises the event, told the South China Morning Post that China's Ministry of Finance was handling registration and accreditation. It did not directly confirm Chuang's participation and said Hong Kong welcomes delegates from all APEC members. Centre · 2Chuang, finance minister since 2023, would be the second high-level Taiwanese official under Lai to take part in this year's APEC meetings in China, after Labour Minister Hung Sun-han went to Nanjing last month; Hung said his delegation was not "downgraded" and had the same rights as other members. Centre · 1Taiwan has not yet announced who will attend the leaders' summit, though its presidents never go; it normally sends former officials or business executives as envoy.

Centre · 1China's finance minister Lan Foan is due to give the keynote speech at the Hong Kong Convention and Exhibition Centre, and Hong Kong finance chief Paul Chan said the agenda covers fiscal policy supporting livelihoods, digital infrastructure financing, inclusive finance and young financial talent; Australia's Jim Chalmers, South Korea's Lee Hyoung-il and Singapore's Jeffrey Siow are expected, while the SCMP reported US Treasury Secretary Scott Bessent might skip it. Centre · 1Lau Siu-kai, a consultant to a semi-official Chinese think tank, said Taiwanese attendance at APEC ministerial meetings is "not a novel phenomenon" and should not be over-read, and that it shows Beijing and Hong Kong follow international organisations' rules.
