The story, neutrally told

Centre · 1Before the speech, TV Asahi reported, citing an early draft, that Japanese Prime Minister Sanae Takaichi would call China "an important neighbour" and pledge to build a constructive and stable relationship in a policy address to parliament on Monday 5 October. Centre · 1She then did so, telling parliament, according to the Prime Minister's Office, that "China is an important neighbor, and our relationship has been built over many years despite existing challenges", and that Japan would "comprehensively advance" a "mutually beneficial relationship based on common strategic interests". Centre · 1Takaichi also said Japan would clearly state its positions on the East and South China seas, Chinese military activity around Japan, "coercive measures", the safety of Japanese nationals and human rights, while maintaining dialogue, protecting national interests and working toward a "constructive and stable relationship".

Centre · 2Relations have been at a low since November, when Takaichi suggested Tokyo could intervene if Taiwan were attacked; Anadolu says she described a Chinese attack on Taiwan as a possible "survival-threatening situation" that could allow collective self-defence. Beijing claims Taiwan as its territory. Centre · 1CNA reports that China warned its citizens against travel to Japan and imposed trade restrictions that have reportedly sharply cut supplies of rare earth minerals to Japanese firms. Centre · 2The speech followed a visit to Beijing by former foreign minister Takeshi Iwaya, who led a trade delegation and met Chinese Foreign Minister Wang Yi and Vice Premier He Lifeng. CNA says China's top diplomat told him ties were "waiting to be normalised again"; Anadolu says Wang urged Takaichi to "correct" her Taiwan remarks.

Centre · 1Per Kyodo News, citing unnamed government sources, the speech was also expected to promise a comprehensive strategy on population decline by year-end, calling it a "quietly advancing national crisis", and to repeat a commitment to proactive and responsible fiscal policy after her spending plans rattled markets. Centre · 1The speech opens a parliamentary session running to December that will consider bills including a two-year cut to the consumption tax on food, and it was expected to include support for the International Criminal Court after US sanctions in August on its Japanese president, Tomoko Akane.
