The UK announced a package of 31 new sanctions on Russia on Thursday 1 October, according to the Foreign Office. The Foreign Office said the measures target LNG shadow fleet vessels, Kremlin disinformation networks and perpetrators of civilian torture and child indoctrination. The package comprises 23 individuals and entities and eight ships.

Eight people are sanctioned over the arbitrary detention, torture and ill-treatment of Ukrainian civilians, and a further seven over the indoctrination and militarisation of Ukrainian children, including those deported by Russian authorities. The ships are vessels recently acquired for Russia's shadow fleet, which the statement says works to circumvent sanctions and sustain gas export revenues. The Mirror adds that the UK has sanctioned nearly 600 tankers and that Royal Marine Commandos intercepted the shadow fleet tanker SMYRTOS in the English Channel in June.

The statement links the move to Russia firing more than 3,100 jet-powered drones into Ukraine in September, a wartime record exceeding August's. Minister for Europe Lord Wood of Anfield said the UK is targeting both the revenues sustaining Russian aggression and perpetrators of crimes against Ukrainian civilians, and that it "will not flinch" in supporting Ukraine. The statement adds that the UK does not seek confrontation with Russia but its support for Ukraine will stay unshakeable until Putin ends the war.
