The story, neutrally told

Mixed · 2On Friday 16 October, Rosemary DiCarlo, the UN under-secretary-general for political and peacebuilding affairs, told the Security Council that drone attacks in Sudan's civil war must stop immediately, and said drones had become the leading cause of civilian casualties this year. Centre · 1She said a mutual ban on drones had the "potential to dramatically improve protection for civilians" and that, at a minimum, the parties should agree concrete commitments to strictly regulate drone use. Centre · 1According to UN data cited by The National, more than 1,100 people were killed by drone strikes in Sudan in the first half of the year; DiCarlo also condemned an October 3 strike on two clearly marked World Food Programme-contracted lorries that killed a driver.

Mixed · 2DiCarlo said the warring parties, the Sudanese army and the Rapid Support Forces (RSF), remain unwilling to negotiate even though neither has won militarily, and that they appear to believe they can gain more on the battlefield with continued external support, raising fears of further escalation. Mixed · 2Fighting has been especially intense in North Kordofan, South Kordofan and Blue Nile states, with violence spreading beyond them; the war has killed tens of thousands of people and displaced millions over three and a half years. Mixed · 2Her briefing followed army chief Gen Abdel Fattah Al Burhan's statement that he had sent US President Donald Trump a message affirming Sudan's commitment to US-backed peace efforts; Arab News noted that Washington had not publicly responded and that Burhan had met Trump adviser Massad Boulos in Egypt earlier this month.

Mixed · 2Britain's deputy UN ambassador, Kate Foster, called for tougher sanctions on those supplying and financing the warring parties, saying drone capabilities are procured and transferred through networks outside Sudan; US deputy representative Jeff Bartos called for a humanitarian truce and an expanded arms embargo. Centre · 1Bartos cited a strike on a displacement shelter in Blue Nile state last week, reportedly by the RSF, that killed more than 30 displaced people; the day before the briefing, the Emergency Lawyers rights group blamed the army for an air strike that killed five children in an RSF-held town in North Kordofan. Right · 1Arab News, in a report by Asharq Al-Awsat, adds that DiCarlo described UN coordination with the Quad on a humanitarian truce, modest progress by envoy Pekka Haavisto on detainee releases and prisoner exchanges, and a Sudan Consultative Group meeting in Geneva next week; she also stressed accountability.
