UN Security Council extends Haiti Gang Suppression Force mandate to March 2027

The UN Security Council voted on 29 September to extend the Gang Suppression Force in Haiti by six months, to 31 March 2027, with China, Russia and Pakistan abstaining. The force is at under a third of its intended size while gang violence continues.

The UN Security Council on Tuesday 29 September extended the mandate of the Gang Suppression Force (GSF) in Haiti by six months, until 31 March 2027. Reuters, carried by The Straits Times, reported twelve votes in favour and none against; China, Russia and Pakistan abstained. The abstaining countries cited concerns over funds, personnel and efficacy, according to the Reuters text; Al Jazeera mentions only effectiveness.

US ambassador Mike Waltz, whose country proposed the resolution, said about 1,500 GSF troops are deployed and the remaining 4,000 are expected in coming months. Waltz acknowledged that seven earlier missions had had limited success and said the US was trying something different. The force is at under 30% of its intended size and follows a Kenyan-led mission that struggled with staffing and funding.

The extension is meant to provide security ahead of Haiti's first election in a decade, scheduled for 13 December. Gangs in the Artibonite region killed at least 11 people and burned homes around the time of the vote; a local mayor called it retaliation after a GSF unit killed three gang members. Reuters puts it hours before the vote, Al Jazeera a day before. Close to 1.5 million people have been displaced, and Al Jazeera says the UN documented 1,408 killings between April and June.
